H.E. Sayyid Dr Munther Albusaidi has over 20 years of experience across multiple
sectors, including business management and behavioral economics, accounting and
finance, governance and sustainability, strategic planning, and SME and project
development. Much of his work aligns with Oman Vision 2040 and its four pillars: People
and Society, Economy and Development, Sustainable Environment, Governance and
Institutional Performance, covering national priorities in a comprehensive manner.
He has a proven record of improving institutional efficiency, managing major
government projects, and launching initiatives that promote economic empowerment,
develop national talent, and raise organizational performance in line with Oman Vision
2040’s objectives.

OMAN VISION 2040 IMPLEMENTATION FOLLOW-UP UNIT
• Since January 2026, His Excellency Sayyid Dr. Munther bin Hilal Al Busaidi has
served as Chairman of the Oman Vision 2040 Implementation Follow-up Unit,
after having been vice chairman of the unit since December 2022. Oman Vision
2040 Implementation Follow-up Unit established in August 2020. The unit
monitors the work of government and semi-government entities in executing Oman
2040 Vision programmes, provides solutions to challenges, and ensures
integration across all stakeholders.
• H.E. has nearly two decades of leadership and planning experience across the
public sector, higher education and the private sector. He has also served as a
member of several local councils and committees.
• H.E. oversees the most prominent national projects and objectives that seek to
achieve the goals and priorities of Oman Vision 2040, in addition to working to
achieve the vision’s indicators and playing an active institutional role within the
unit.
• H.E. is recognized for building bridges of cooperation between stakeholders and
his commitment to developing national capabilities, contributing to sustainable
development and national priorities.

• In addition to his leadership roles, His Excellency emphasizes that people are at
the heart of development; therefore, focusing on developing national
competencies and empowering youth in vital sectors.
• H.E. balances the delivery of high-quality project outcomes with fostering a positive
work culture that motivates further achievements, as he firmly believes that
employees are the foundation of any project’s success. He has led initiatives that
empower the unit’s employees through professional development and
advancement, resulting in the Unit receiving high rankings in the annual
Institutional Excellence Award (Ejada).
A BRIEF OVERVIEW OF OMAN VISION 2040
Oman Vision 2040 is the national framework for economic and social planning in the
Sultanate of Oman for the period 2021–2040, from which national sectoral strategies and
five-year development plans are derived.
Oman Vison 2040 was developed through broad community participation across the
Sultanate’s governorates, it is built on four main pillars: People and Society, Economy and
Development, Sustainable Environment, and Governance and Institutional Performance.
From these pillars, twelve national priorities emerge, including Education, Learning,
Scientific Research And National Capabilities; Health; Citizenship, Identity, National
Heritage And Culture; Well-Being And Social Protection; Economic Leadership And
Management; Economic Diversification And Financial Sustainability; The Labor Market
And Employment, The Private Sector, Investment And International Cooperation,
Development Of Governorates And Sustainable Cities, The Environment And Natural
Resources, Legislative, Judicial And Oversight System, And The Governance Of The State’s
Administrative Bodies, Resources And Projects.

BEHAVIOURAL ECONOMICS
• His Excellency, a dynamic leader, previously served as Project Manager of the
Behavioural Economics Unit at the Ministry of Economy. The Unit aims to
integrate behavioural economics applications into the formulation and
implementation of public policies, develop strategy, manage stakeholder
communication, and define the scope of its projects.
• With his background in strategic planning, he successfully contributed to shaping
the Unit’s strategic direction, managing and implementing projects aligned with
Oman Vision 2040 priorities, and guiding staff toward the Unit’s objective.
• Notable achievements include building the Unit’s team, developing proposals,
and submitting scientific papers on applying behavioural economics to public
policy in areas such as energy consumption, education, labour market reform,
and responses to the COVID-19 pandemic.
• He has a strong interest behavioral science and decision-making, and holds
professional certifications in this field.

• His Excellency actively promotes the culture of financial planning and behavioural
economics by participating in regional and local conferences, panel discussions,
scientific publications, media programmes, lectures, and workshops.

ACADEMIC WORK
• His Excellency began his professional journey in an environment that values
knowledge and believes strongly in education. In 2002, he joined Sultan Qaboos
University as a lecturer in the Accounting Department of the College of
Economics and Political Science, after earning a Master’s degree in Accounting
from the University of Illinois, the United States of America.
• After completing his PhD in Accounting at the University of Melbourne, Australia,
he advanced to Assistant Professor and also served as Assistant Dean for
Training and Community Service at Sultan Qaboos University.
• H.E. currently serves as Chairman of the Advisory Board of the Faculty of
Economics and Political Science, which he helped to establish.
• H.E. contributed to the establishment of the Political Science programme at
Sultan Qaboos University and coordinating cooperation between student
initiatives and projects, empowering them across both the public and private
sectors.
• Through his academic and practical contributions, His Excellency has received
numerous grants, awards and commendations locally and internationally.
• Believing in the importance of continuous scientific development, His Excellency
has pursued numerous certifications and advanced professional studies in fields
such as behavioural science, leadership, competitive strategy, corporate social
responsibility, and social return on investment.

community service, having delivered numerous workshops, discussion sessions,
and lectures in a wide range of fields.
